ViewCustomAttributesDetailsDialog Constructor
Initializes the View custom attributes details dialog. Called during construction.
Parameters

Either a dundas.account.Account object or a dundas.account.Group object
- viewEffective

Type: Boolean
A flag used to indicate if we are viewing the effective custom attributes or not.
- tenantId

Type: string
The tenant ID of the account/group.
